This Special Committee meets annually at UN Headquarters in New York City to review the situation regarding the implementation of the Declaration on the Granting of Independence to Colonial Countries and Peoples. It was established in 1961 by the General Assembly as a subsidiary body dedicated to issues relating to decolonization. There are still 17 outstanding colonial situations being addressed by the Committee. Of these, 11 involve the United Kingdom, including the Question of the Falkland Islands.
As every year, the Committee approved a resolution on the Question of the Malvinas Islands, reiterating that the only way to end the colonial situation is through a peaceful and negotiated solution to the dispute between the governments of Argentina and the United Kingdom. It also called on both governments to resume negotiations to that end. "For Argentines, the Malvinas Islands, South Georgia, and the surrounding maritime areas were, are, and will always be Argentine," the multi-party national delegation reiterated to the diplomatic representatives present.
The delegation was led by Foreign Minister Santiago Cafiero and the Secretary for the Malvinas, Antarctica, and the South Atlantic, Guillermo Carmona. Representatives Eduardo Valdés, Alberto Asseff, Rosana Bertone, Graciela Camaño, Mabel Caparrós, Julio Cobos, and Carolina Yutovic, along with the Director General of Parliamentary Diplomacy, Ariel Sotelo, made up the delegation on behalf of the HCDN. Also present were the Governor of the Province of Tierra del Fuego, Antarctica and the South Atlantic Islands, Gustavo Melella, and Senators Pablo Daniel Blanco and María Eugenia Duré.
Argentina maintains as a State policy a legitimate and inalienable claim over the Malvinas, South Georgia, and South Sandwich Islands and the surrounding maritime spaces, which is reflected in the National Constitution through its First Transitory Provision: "The Argentine Nation ratifies its legitimate and imprescriptible sovereignty over the Malvinas, South Georgia, and South Sandwich Islands and the corresponding maritime and insular spaces, as an integral part of the national territory. The recovery of these territories and the full exercise of sovereignty, respecting the way of life of their inhabitants and in accordance with the principles of International Law, constitute a permanent and inalienable objective of the Argentine people."
