The goal was to encourage mechanisms that aim to transform knowledge into laws that have a direct impact on citizens.
The event, entitled "Science, Parliament, and Diplomacy: Global Knowledge at the Service of the Law," took place in the Delia Parodi Room of the Honorable Chamber of Deputies of the Nation. The focus of the event was on sharing international cooperation initiatives in science, technology, and innovation, covering relevant areas such as energy transition, industry, environment and territory, artificial intelligence, the knowledge economy, higher education, and health, among others. The event was coordinated by Ariel Sotelo and Claudio Fernández Outón, Directors General of Parliamentary Diplomacy and the Scientific Office of Legislative Advice, respectively.
At the beginning of the working meeting, the scientific advisors from the Embassies of Germany, the United Kingdom, France, Italy, and Spain presented the priority projects underway in each of their countries, current funding opportunities, and scholarship and exchange programs related to science, technology, and innovation. They also reviewed the main areas of work they are developing, which aim to develop knowledge-based public policies.
Following the diplomatic representatives' presentations, a discussion session also included representatives Mara Brawer, Danya Tavela, Rosana Bertone, Graciela Camaño, and Susana Graciela Landriscini, along with representatives from the academic, scientific, and technological system, various departments of the National Congress, and representatives from the productive and industrial sectors. During this session, the importance of scientific advice in parliaments for drafting better laws that have a positive impact on citizens was highlighted. On this point, the commitment for the future was to continue working to promote periodic mechanisms for the exchange of knowledge, technology, and human capital.
This activity was part of a series of joint initiatives undertaken by OCAL and the General Directorate of Parliamentary Diplomacy. Among these initiatives was the holding of the 4th Forum on Parliamentary Diplomacy and International Relations, which was attended by 40 representatives from the Congresses of Argentina, Bolivia, Brazil, Colombia, Chile, the Dominican Republic, Costa Rica, Ecuador, El Salvador, Guatemala, Mexico, Paraguay, Panama, Paraguay, Peru, and Uruguay. It also included a working group of officials from the legislative scientific advisory offices of the parliaments of these countries.
Likewise, in October 2022, a fundamental milestone was reached for our National Congress regarding the connection of the parliament with international parliamentary knowledge networks: OCAL joined as an associate member of the European Parliamentary Technology Assessment Network (EPTA Network), which has brought together the main parliamentary scientific advisory offices worldwide since 1990. Currently, this network has 27 international members, one of which is OCAL, and addresses issues of strategic interest related to the environment, health, education, energy transition, science, technology and innovation, including topics such as artificial intelligence, neuroscience, culture and digitalization, biotechnology, decarbonization, smart cities and cryptoeconomics, among others.
